Does the Toulon Boston have an alignment line?

No. The crown is clean, so you aim using the outline of the head and the leading edge of the face. Try it on a practice green with a chalk line or an alignment stick before you commit. Some players aim more accurately this way because there's nothing to second-guess. Others discover in five minutes that they've been leaning on a sightline more than they realized.

What kind of putting stroke suits mid toe hang?

A moderate to strong arc. If your putter swings noticeably inside on the backstroke and the face rotates with it, mid toe hang lets that rotation happen naturally instead of working against it.
